Summary

Migra o baseline greenfield de Python para Node.js 22 + TypeScript + npm.
Preserva o comportamento existente (Hello, TicketLab MCP!) em src/hello.ts.
Adiciona scripts build, start, typecheck e test, e remove referências de Python.

Test plan

node --version (Node.js 22+)
npm ci
npm run typecheck
npm run build
npm test
npm start imprime Hello, TicketLab MCP!
Quality Gate SonarQube passa no pipeline da PR
