feat: add lab SQLite migrate, LiteLLM env, and OTEL/Grafana stack

Enable local workshop readiness with executable SQLite migrations, OpenTelemetry hello signals, and a provisioned Grafana demo dashboard over Tempo/Loki/Prometheus. Co-authored-by: Cursor <cursoragent@cursor.com>
